Add stakeholder SIGs for wg-multitenancy
Add SIG Auth, SIG API Machinery, SIG Networking, SIG Node, SIG
Scheduling, and SIG Storage as the stakeholder SIGs for the Multitenancy
working group based on the working group's charter.
