Update cpu-manager doc to match implementation.
- Describe new --cpu-manager-reconcile-period flag.
- Describe node allocatable requirements for static policy.
- Remove references to CPU pressure and node condition.
- Update interface sketches.
- Update block diagram image.
- Expand static policy description.
