Automatic merge from submit-queue.
Deprecate Kubernetes on-call rotations
The external build cop and support rotations for Kubernetes have had very few volunteers and the scope of work for has become unmanageable as the Kubernetes project has grown.
Instead of asking one person to parse the incoming firehose of all Kubernetes issues and monitor all failed tests, we will deprecate the open source Kubernetes build cop and support rotations and rely on SIGs to take over ownership for their subareas.
