communication: reconcile kubernetes-dev staff
specifically
- add dims as administrator
- drop castrojo as moderator (e-mail was bouncing)
changes made to kubernetes-dev to align with these docs:
- add dims as owner
- drop castrojo vmware address as manager (e-mail was bouncing)
- drop jonasrosland vmware address as manager (e-mail was bouncing)
- drop kragniz as manager (was removed here in earlier PR)
