Merge pull request #1446 from spzala/addtriagetoreadme
Automatic merge from submit-queue. Add issue triage section Issue triaging is an important contribution to the project and should be highlighted with other areas of contribution. Creating this PR per discussion in the ContribX SIG meeting on November 29, 2017.
