Update SIG Testing info

- new meeting time, 9:30am PDT -> 1:00pm PDT
- new organizers: @fejta, @timothysc
- dropped old github team, added new github teams (hi @kubernetes/sig-testing-pr-reviews)
- added `sig/testing` label queries
