Add a sunset procedure for SIGs/WGs. (#2832)
* Add a sunset procedure for SIGs/WGs. * Add zoom license bullet, make it clear that we expect a SIG/WG to announce closure * Add more explicit GitHub actions. Link to closing report as an example. * Added retiring of testing resources
