Update OWNERS documents to reflect recent changes
`kubernetes/test-infra` pull requests #3766 and #3898 changed the behavior of the OWNERS process slightly. This patch updates the documenation to be more up-to-date. Signed-off-by: Steve Kuznetsov <skuznets@redhat.com>
