Adds the VCCF doc to the community archive for wg-component-standard.
While this doc predates the WG, it is a primary historical record of
ComponentConfig's early development, which was primarily driven by
that WG.

The videos were transferred to the Kubernetes account as part of
archiving the WG. This includes the link to the playlist in the archived
README.

As per September 22, 2020 meeting of SIG Release, we've decided
that the working group's discussions have led to positive changes
and have run their course. Remaining discussion and operational
points have reasonable ownership, for example in SIG Release and WG
Reliability.
